If you are starting from scratch, the biggest factors influencing how long it takes to become a counselor in California will be your education and experience. You will have to complete a masters or another doctorate program that includes at least six practicum or field study units. This typically takes several years. Following this, you have to gain 3,000 hours of supervised experience spread out over at least two years.

From your undergraduate degree to your doctorate, you may spend as long as 10 years to become a licensed counselor. It can take less time than this, especially if you already have an undergraduate degree or relevant doctorate when you decide to become a counselor. But you cannot take any shortcuts with the practical experience requirements.

A6 Records Of Treatment

Every person owning or operating a massage establishment under the provisions of this chapter shall maintain a record of the date and hour of each treatment, the name and address of the patron, the amount paid for the treatment including any gratuity, and the name of the massage therapist administering such treatment. Such records shall be completed in a legible manner, and shall be maintained on the premises of the massage establishment. Such records shall be open to inspection by officials charged with the enforcement of these provisions for the purpose of law enforcement and for no other purpose. The information furnished or secured as a result of any such inspection shall be confidential. Such records shall be maintained for a period of two years.

A23 Revocation Hearing Notice

No permit shall be revoked or suspended until after a hearing shall have been held before the city manager to determine just cause for such revocation or suspension. Notice of such hearing shall be given in writing and served at least ten days prior to the date of the hearing thereon. The notice shall state the grounds of the complaint against the holder of such permit, or against the business carried on by the permittee at the massage establishment, and shall state the time and place where such hearing will be held.

Such notice shall be served upon the permit holder by delivering such notice to such person, or by leaving such notice at the place of business or residence of the permit holder in the custody of a person of suitable age and discretion, or by mailing, postage fully prepaid, addressed to the permit holder at his place of business or residence at least ten days prior to the date of such hearing.

An applicant is eligible for reciprocal licensure if either of the following applies:

  • The applicant has been licensed continuously in another state for the last five years preceding the filing of the application with the Board and the other state has standards for massage therapists that are substantially equivalent to those in this state. OR
  • The applicant holds a current certification from the national certification board for therapeutic massage and bodywork or another agency that meets the standards of the national commission on competency assurance and received education and training substantially equivalent to that required by this chapter.

    Before CAMTC was created, California massage professionals were often required to obtain a city/ county license or permit in every city they practiced. Mobile massage licenses could be pricey and complicated to keep straight. Or if a therapist worked in one city and got a job in a neighboring city, a new license was required.

    CAMTC certification allows massage professionals to provide services anywhere in the State of California for one price, $150. There is no need to obtain multiple local permits.

    California Continuing Education Requirements

    Please understand that massage laws change frequently and vary from state to state. We will try to provide you with the most current information possible.

    It is our understanding that there are three levels of massage certification in California:

  • A Certified Massage Therapist must have at least 500 hours of formal education and training in massage therapy.
  • A Certified Massage Practitioner has completed between 250 to 499 hours of massage therapy training.
  • A Conditional Certified Massage Practitioner has less than 249 hours of massage education.
  • Currently, there are no continuing education requirements for renewal of the CMT or CMP certification.

    Therapists holding a CCMP Certification need to complete a minimum of 30 hours of education each year. You may complete ALL 30 CE hours through our home study/online programs.

    CAMTC states the process takes approximately ninety days for complete applications that have no background or educational issues.

    Once I am certified, do I need to recertify?

    Yes. CAMTC certification is only for a two-year period. You must apply for recertification every two years.

    A24 Grounds Decisions To Be Final

    Based upon the evidence of such hearing the city manager may revoke or suspend the permit if he or she finds any of the following:

    That the permittee has violated or failed to meet any of the criteria set forth for granting a permit or the occurrence of one or more grounds for denial of a permit

    That the permittee has failed to comply with the conditions attached to the permit

    That the permittee has violated any of the standards or regulations of this chapter

    That the permittee has committed any of the offenses of fraud, embezzlement, or involving moral turpitude, or has made any false, misleading or fraudulent statement of material fact in any application, report or record required to be filed with the City

    That the permittee, or premises involved, is in violation of applicable sections of this code relating to the conduct of the business or maintenance of the premises

    An individual who is not a certified massage professional, or whose CAMTC certification is suspended or revoked, has provided massage at the massage establishment or out-call massage services

    The permittee has allowed or permitted, with or without knowledge, the occurrence of criminal activity on the premises of the massage establishment, whether or not any criminal prosecution has been pursued or conviction obtained for such acts

    The permittee has failed to abide by any disciplinary action previously imposed by an authorized City official.

    Who Does Not Have To Be Licensed Under The Massage Therapy Law

    Review the statutes for the definition of a massage therapist. If you meet the definition you must be licensed. Make sure you read all of the statute for who is not required to be licensed before you assume youre exempt. Refer to the following statute for individuals who are exempt. 32-4221.     A21 Permit Renewal Amendments

    No permit granted herein shall confer any right to conduct a massage establishment for more than the permit period, nor shall any permit confer a right to conduct a massage establishment contrary to the provisions of this chapter, as this chapter may be amended from time to time.

    If the massage establishment owner is not the record owner of the property where the massage establishment is located, the police chief may send a written notice to the property owner advising of the issuance of the permit and of the regulations applicable to the massage establishment. The police chief may also provide the property owner with copies of any other notices or communications with the massage establishment owner sent at any time before or after issuance of the permit.

    A massage establishment permit issued pursuant to the terms of this chapter shall be valid for a term of two years from the date of issuance, and an application to renew the permit shall be submitted at least thirty days prior to the expiration of the current permit. For all massage establishments that are legally in existence as of the effective date of this ordinance, the owner shall file an application for a massage establishment permit within six months. No reapplication for a massage establishment permit will be accepted within one year after an application or renewal of a permit is denied, or a permit is revoked.
