Two Cedar Rapids Businesses Advertising Massages Accused Of Prostitution

The City of Cedar Rapids used its new massage ordinance this month to shut down two businesses where they believe prostitution was happening.

The city put letters on Lillas Acupuncture, located at 3200 16th Avenue SW, and Shanghai Massage, at 3318 1st Avenue NE, stating no one is to go into the building until an appeal is filed.

Police started enforcing the ordinance in February of 2019. Since then, nearly 20 businesses advertising massage therapy closed their doors.

If the illicit businesses are allowed to practice its creating that stigma, said Angela Linden, owner of Massage Heights in Cedar Rapids and Coralville.

Shes happy to see all those businesses shut down saying they are the reason there is a stigma around the massage therapy industry.

We really need to do a better job educating people around the language, said Linden. These are licensed, massage therapists. We are moving away from using terms like masseuse or masseur.

We regularly do investigations at massage therapy businesses, said Amanda Grieder, Manager of Safe CR.

Grieder helps enforce the new law by going through websites like rubmaps.ch. People leave comments on the website about the services they had allegedly received.

We take those reviews very seriously, said Grieder.

Lillas Acupuncture and Shanghai Massage are on the rubmaps list along with 21 other businesses. Only four on that list are still open.

CEDAR RAPIDS Bei Fang Massage is positioned in a small white building on the back end of a pizza joint.

A piece of plywood, painted white with red letters ‘Bei Fang Massage’ leans against it. Under a neon sign in its lone window, a paper reads ‘Open 9 to 9,’ ‘Have sauna shower,’ ‘7 days a week.’

Jennifer Yue Dougherty opened Bei Fang Massage in the northeast quadrant of Cedar Rapids in 2014, about two years after Marion police raided a parlor of hers on Seventh Avenue and arrested her on suspicion of prostitution, records show.

Despite prodding from police, Linn County Attorney Jerry Vander Sanden expressed reservations about the investigation in a memo and declined to prosecute the case against Dougherty.

Still, a Marion police lieutenant said he gave the Cedar Rapids Police Department a heads-up when Dougherty set up shop in the city.

Dougherty did not have an Iowa massage license when she operated the parlor in Marion, records show, and still does not have one though she said in an interview she performs massages and wants to try to get one. Iowa Code states the practice of massage therapy that ‘involves manipulation of the muscle and connective tissue of the body’ for pay ‘is strictly prohibited by unlicensed individuals.’

How is it possible for an unlicensed operator to run a massage parlor down the road from where her previous massage parlor was raided by police?

But Cedar Rapids has no such local rule.
